Paragraph 4: Geographical Breakout of Qualified Circulation for Issue

This paragraph tells you the total number of qualified copies circulated to standard geographic areas with subtotals for regional groupings. For example, Virginia is a standard geographic area with “East SO. Central” as the regional grouping.

Paragraph 4 Logic

The report generates counts of qualified subscribers for the audited issue based on the Sub_Audit_Stats.AUDIT_REGION_SUB_CODE within Sub_Audit_Stats.AUDIT_REGION_CODE within Sub_Audit_Stats.REGION_BREAK_CODE for the audited issue.

Counts for USA subscriptions are broken out by census region, whereas counts for most other countries are reported as a single total. As of December 2010, the exception to this is that subscriptions for subscribers in Canada, England and China also need to be broken out by region if their total sales exceed 25 percent. A final total is calculated for the entire audited issue.

A new field is being added to BPA_Paragraph_4 table, QUALIFIED_CIRCULATION_PERCENTAGE. The QUALIFIED_CIRCULATION_PERCENTAGE needs to be calculated after qualified circulation counts are calculated for each geographic location, by summing TOTAL_QUALIFIED for all geographic locations and then dividing that number into the TOTAL_QUALIFIED count for each geographic location.
